Get Consumer Last Calls

OBPv7.0.0-getConsumerLastCalls Roles: CanReadMetrics MetricConsumer
When each Consumer last called the API, most recent first.
Kept in Redis, not in the metric table, so it is cheap to read for every Consumer at once. Each node records a
Consumer at most once a minute, so last_call_at can be up to a minute early. The data is lost when Redis
restarts: tracked_since is when recording began, and a Consumer that is not listed has made no call since then.
tracked_since is null when nothing has been recorded yet, or Redis is not available.
Recorded whether or not write_metrics is on.
User Authentication is Required. The User must be logged in. The Application must also be authenticated.
